Summary
Regardless of who has the right to have their flag represented in a cemetery, to have "lost" a war doesn't necessarily mean the victorious have unquestioned pre-eminence over the contributions from the vanquished. Victory alone doesn't absolve the aggressor or imply the conflict was just. There are historians who feel the United States provoked the Mexican-American War.
