Summary
Just as important as the question of how roads will be funded is the question of how users of roads may become intelligent consumers. Market theory assumes consumers have knowledge of the costs imposed on them by market alternatives. Users of roads can't be intelligent consumers because there is so much government money in road building.
We need to restore a true market in transportation by funding it through tolls, fares and rates, almost entirely. Increased private ownership of transport facilities should be encouraged.See the full content of this document
