WASHINGTON -- As a minor salve for Tax Day, Sen. Orrin Hatch, R- Utah, introduced a bill Thursday designed to improve customer service at the Internal Revenue Service.

The bill is designed to implement measures that would reduce waiting times on phone calls to the IRS, notify taxpayers if someone else files returns with their same Social Security number, provide more grants for low-income taxpayer clinics and allow people to receive refunds on a debit card.
