SPRINGVILLE -- Police Chief J. Scott Finlayson has completed his two-year term with the 19,000 member International Association Chiefs of Police where he served as general chairman of the State Associations of Chiefs of Police.
In that position he represented police chiefs from all 50 states and worked on many issues affecting law enforcement, including homeland security, computer crime, child exploitation, law enforcement funding and federal legislation involving law enforcement, Springville police spokesman Lt.
