PLEASANT GROVE -- Plastic-lined asphalt and concrete were not Pleasant Grove leaders' first choice for a riverbed and banks. But after high runoff overwhelmed Grove Creek a few weeks ago, threatening roads and homes, a man-made channel down 500 North was the only option.

Though the artificial river prevented the destruction of the road and homes, as the waters subside, the city will still be left with serious road damage -- and no money to pay for repairs.
