A proposal to allow police to stop drivers for not wearing a seat belt has been restrained in the House.
The House Rules Committee refused to forward SB71 Friday, meaning that it will most likely take a majority vote by the full House to bring it to a floor debate. The bill, which passed the Senate last week, would make not wearing a seat belt a primary offense.See the full content of this document
