Summary
As a commuter between Utah County and Salt Lake County I was pleased to see that funding was granted for adding HOV lanes to I- 15 in Utah County. But I am concerned with the proposals for HOT (High Occupancy Toll) usage of the HOV lanes. While I can see the advantage and reasoning behind the HOT designation, I also see many people currently using the HOV lanes with only one person in the car. These cars do not have Clean Fuels license plates and are only using the lanes to avoid traffic congestion. HOT lane designation would further exacerbate the current problem. Traffic planners should first look at creating an HOV violator hotline as is done in other states and post the number along the freeway. Then if HOT lanes are implemented, a clearly visible placard that the car is HOT compliant needs to be provided. Without such a placard and an HOV violator hotline, the HOV lane will continue to become just another lane.
