ROOSEVELT -- A man has been charged with kidnapping and lewdness after police say he refused to let a woman out of his car after she discovered he wasn't wearing any pants.
Roosevelt Police Chief Rick Harrison said Kirk Allen Burton, 47, spotted a woman walking along a city street at about 2:30 a.m. on Nov. 23 and offered her a ride.
