Why not adopt the Sutherland Institute's idea ("Work card idea is pushed, slammed," Deseret News, July 1) and combine it with the Arizona law? The idea would be for the federal government to become the coyote. It would work this way: Regarding the Sutherland's plan: The Mexican government would allow us to establish screening offices on their side of the border. Quotas could be established equal to the number of illegals coming into the country annually. A fee would be collected, equal to what they would pay the coyote, and they would be issued a work card for a period of time. Those issued work cards would have to indicate a location in this country, where they would register upon arrival and show proof of employment within a reasonable amount of time.

Regarding the Arizona Law: When any of us are stopped by a police officer for any infraction of the law, we are required to show proof of who we are. When an officer finds a person is in the country illegally, that person would be deported and, by agreement with the Mexican government, incarcerated in a prison.
