There's no risk-free level of exposure to second-hand smoke, according to a 2006 U.S. Surgeon General's report. Knowing this, it makes sense to ban smoking in public places, including those that are outdoors.
The Davis County Board of Health is contemplating an ordinance that would impose a ban in places such as parks, stadiums or at sporting events. This ordinance should be adopted. There is some debate, though, whether golf courses or amusement parks should have designated smoking areas.
