"The Draper City Council asks the State of Utah to reassess the health, safety and welfare costs of operating a correctional facility in a highly populated area which continues to experience unprecedented growth. Moreover, Draper City maintains that the opportunity costs associated with not moving the Draper facility to a new site far exceed the benefits of maintaining the current location.
"Furthermore, the Council believes that given its unique location characteristics, a more appropriate use of the site is for a future state university campus, the USTAR campus and other research-driven projects coupled with support commercial, industrial and residential development. We recommend the state set aside 250 to 350 acres of land area for a future state university campus as well as additional land of up to 100 acres for development of the USTAR campus and other research-driven projects.
