WASHINGTON -- Senate Democrats, angry over the White House's refusal to release information they're seeking, blocked John R. Bolton's nomination to become United Nations ambassador again Monday, a setback that leaves President Bush considering using his authority to install his embattled nominee to the U.N. post anyway for up to 18 months.

But if Bush bypasses the Senate to install Bolton as the U.S. representative to the world body, it could weaken Bolton's negotiating posture with other nations and further galvanize Democrats against the president at a time when his domestic agenda is stalling and opposition is growing to the war in Iraq.
