Utahns shouldn't need persuading when it comes to filling out census forms. This is the state, after all, that fell 857 people short of qualifying for a fourth congressional seat after the 2000 Census. That led to a failed lawsuit about whether the census should count church missionaries serving abroad. It led to what almost was a compromise to grant Utah a fourth seat if Congress also would grant the District of Columbia a voting seat.
