Summary
After reading Mr. Kayser's tirade (Readers' Forum, Dec. 18) on the country's deficit, I should like to remind him and all others who blame the president for the deficit that it is the Congress and not the president that creates the taxes and the spending bills for this country. See the U.S. Constitution, Article I, sec. 7 and 8.
As for Social Security, if something is not done, taxes will be raised and benefits will be cut. The country has been borrowing to pay for Social Security ever since the Roosevelt administration raided the fund for other social programs. Read your history.See the full content of this document
