Summary
Some state laws hurt as many as they help. Often, the beneficiaries of a law are easy to spot and the victims remain hidden -- which is why the law remains in force.
For example, every fall, the Deseret News runs a heartwarming story about some nice kid who gets the in-state tuition rate despite her parents' flagrant abuse of our nation's immigration laws.
