Summary


Perhaps it is human nature. When someone becomes president, he automatically seeks to expand the power of that office.

We doubt George W. Bush, when he was governor of Texas, would have liked a president ordering his state to grant a new hearing to a Mexican national a Texas court had put on death row. We doubt he would have appreciated the president saying the review was necessary because the World Court said so -- placing the authority of that international body over the Texas justice system.
