LONDON -- Breaking his long silence on the Scottish government's decision to free the only man convicted in the 1988 Lockerbie bombing, British Prime Minister Gordon Brown declared Wednesday that there had been no backdoor deals and "no cover-up."

"There was no conspiracy, no cover-up, no double dealing, no deal on oil, no attempt to instruct Scottish ministers, no private assurances by me to Col. Gadhafi," the prime minister told reporters in Birmingham, England, referring to the Libyan leader, Col. Moammar el-Gadhafi.
