Summary


What choice do parents have when they see their child struggling to cope with life because of a disabling physical, mental or emotional condition, and have no money to get help? Parents will go to the ends of the earth for their children. However, without money, there often is no choice but to endure the pain of watching your child suffer.

That's the dilemma the state Legislature created for many parents of children with disabilities with the passage of HB115. Many cannot avail themselves of the special scholarships created because they serve only those that can afford to pay the difference. To make matters worse, when the State Board of Education was asked to figure out how to implement the law, it determined that the money would be administered by contract, serve only one type of disability, and only nonprofit schools would be eligible to receive the contract. Using these criteria there is only one private school meeting the established criteria, and it's in Salt Lake City.
