Summary
According to a recent news report, Layton city plans on having undercover police officers ticket motorists who come within three feet of a bicycle. I submit they have their priorities wrong. It is the bicyclists -- not motorists -- who need citations. Few, if any, bike riders understand that bicycles are subject to the same traffic laws as motor vehicles. Every day I observe bicycles in the Avenues and around the University of Utah. Few stop for red lights or stop signs. Most don't even bother to scan an intersection for oncoming traffic.
I suppose some are naive and assume Utah drivers are safe, courteous and always on the lookout for bicycles. Wouldn't it be nice if that were true? But since it is not, I suggest that bicycles start following the rules of the road and practice some defensive riding.See the full content of this document
